Florida was still dealing with Hurricane Helene’s damage when Milton prompted a federal public health emergency declaration in October 2024. Communities and emergency services faced another storm while the earlier response continued.

This article looks back at that period. Milton is not approaching the state now, and the forecasts from 2024 cannot guide a trip or an evacuation today. For present conditions, follow current National Weather Service information and instructions from the relevant local authorities.

What the declaration covered

The U.S. Department of Health and Human Services determined that a public health emergency existed as a result of Milton's consequences, effective from October 5, 2024. The declaration used the authority of section 319 of the Public Health Service Act.

A federal public health declaration and a state emergency order are related response tools, but they are not the same document. Neither means every resident receives a particular payment or that one blanket evacuation instruction applies across a state.

Florida's health department separately reminded insurers and healthcare organizations about early prescription refills under the state emergency provisions. That notice addressed continuity of medicine access as people prepared for disruption.

What happened to the storm

Milton came ashore near Siesta Key late on October 9, 2024, as a major hurricane, according to NOAA’s historical record. The forecasts issued beforehand changed as it approached.

Keep a forecast separate from a measurement. A predicted surge for one coast was not a record of what happened everywhere. Nor did the wind category cover each local danger; flooding and other hazards needed warnings of their own.

The health advice behind the alerts

Avoiding floodwater was part of Florida’s health advice before Milton made landfall. Officials warned that it could hold harmful contaminants and bring infection risks. The warning concerned the storm; it did not connect every earlier beach closure to Milton.

For a storm happening now, follow current official alerts and local evacuation orders, and prepare the medicines you need. An account of 2024 can explain what happened then. It cannot establish whether a particular beach, road or shelter is safe for you today.
